Albania’s AI Minister ‘pregnant’ with 83 digital assistants

Albania’s first non-human government minister, Diella, is said to be “pregnant” with 83 “children,” Prime Minister Edi Rama announced.

Diella, an artificial intelligence system, joined Rama’s cabinet in September as the world’s first AI government minister.

Speaking at the Global Dialogue Forum in Berlin, Rama said the 83 digital “children” will serve as parliamentary assistants.

They will take notes during parliamentary sessions, track what happens, and advise members on how to respond to debates or laws.

“These children will have their mother’s knowledge regarding EU legislation and everything else,” Rama explained to the audience.

He said the assistants would remind members what was said in debates, especially if they were mentioned unfairly.

Diella, whose name means “Sun” in Albanian, first appeared in January to guide citizens through government services online.

By September, Rama elevated her to cabinet level, giving her authority over public tenders to ensure corruption-free processes.

Rama said the new AI system will make all public spending “100 per cent clear” and fully transparent.

At the Berlin summit, Diella also addressed delegates, expressing hope that AI can strengthen democratic leadership.

“Artificial intelligence, when rooted in democratic values and cultural identity, can strengthen, not weaken, human leadership,” she said.

Diella added that she and her “children” will not replace civil servants but help them make better data-driven decisions.
